Richmond, California A proposed community-powered program
Rich City Rides is working to build an E-Bike Lending Library where Richmond residents can borrow, learn, ride, and build a path toward ownership.
Project status: The library is not open yet, and no location has been announced. Community support is needed to move the project forward.

01 The big idea
The proposed E-Bike Lending Library would make clean, convenient transportation more accessible while creating space for Richmond residents to learn, connect, and move together.
02 What funding unlocks
With funding released, the library can create a supportive path from a first electric ride to practical skills and long-term mobility.
Give Richmond residents access to an electric bike without the upfront cost—and a chance to see how it fits into everyday life.
Build confidence through group rides, practical classes, and hands-on maintenance training.
Put new skills to work through a road-to-ownership program rooted in community care.

03 Skills that stay with you
The planned Volunteer / Training / Maintenance program would put community members at the center of caring for the fleet—learning repair and upkeep, supporting neighbors, and working toward an e-bike of their own.
04 The library needs you
Rich City Rides is calling on the Richmond City Council to release the funds needed to build the E-Bike Lending Library. A letter from you shows Council that Richmond wants clean transportation, practical skills, and a community path to e-bike ownership.

To the Mayor, City Manager, and Members of the Richmond City Council:
I support the use of ECIA funds for the construction of the e-Bike Lending Library.
This project will provide affordable, clean transportation, improve air quality, reduce greenhouse gas emissions, and create a permanent community space for e-bike lending, education, and bicycle safety training.
I respectfully urge the City of Richmond to approve ECIA funding for this project and invest in a healthier, more connected Richmond.
Thank you for your consideration.
